This is a toughie. There are thousands of such crossings across the state and other states where you have wilderness and crop lands, where the tracks are built up higher, thus it's difficult to see across the crossings very well. I always got nervous crossing these locations for you really can't see the other side of the tracks until you get up and over the elevated railroad tracks. Not all of the crossings had warnings either (now it may be better, more such sites are marked w/ the appropriate signage).

I was surprised, though, that the entire train was off the tracks, on its' side. I guess speed played a role in the reaction from the train mass falling on its side.

of holiday travelers, enjoying perhaps their first trip, etc.

It's been a while since I have heard of any MO accidents, so a surprise. I would think that more than likely, the dump truck is at fault, being that the trains have been using that set of tracks forever more. What a mess and a shame that lives were lost, and I know some got injured. A terrible shame and I wish all to heal fast and fully.
