State Police say that around 6:30 a.m. Thursday, Trooper John Carnell was working a detail in Quincy when he reportedly saw a vehicle enter the High Occupancy Vehicle (HOV) lane of I-93 northbound, also known as the Southeast Expressway, with what appeared to be a counterfeit passenger.
The vehicle was then pulled over on I-93 by Carnell, when State Police found that the driver had allegedly propped up a work jacket with a mannequin head affixed to the top of the jacket in an attempt to create the illusion of a true passenger.
...State Police note that this is not the first time that Carnell has pulled someone over for having a fake passenger. Back in April 2013, he pulled someone over and found that a woman had reportedly placed a full-size doll in a car seat, in an effort to pass the doll off as a real passenger.

Looks like the same guy I saw in a detail troopers cruiser on I-90 last week.

And really, this is how the country works. Laws get passed, the banks or wall street find a way around them, and lif goes on. Why shouldn't the method extend to cheating on the HOV?

Also, years ago, a guy got caught using a store mannequin (the full magilla, not just the head) that was a woman. She looked pretty real, but what caught the guy out was that his fake passenger NEVER CHANGED HER HAT OR SCARF. The same trooper saw her, day in and day out, with her long blonde hair and the same doggone hat/scarf/coat!
I guess the trick--not that I recommend cheating in this fashion-- is to "ugly up" your fake pax, and change the clothes regularly!
