I think I understand
Trump now claims we are flushing toilets too much which may contribute to the water shortage. In the past years, much has been done to reduce water usage in flush toilets. Probably at least 25% of his base believe he has a great idea. We must consider that many of these people, for much of their lives or even now, may still be using outhouses.
