What, exactly, is Florida's traffic laws on stopped school buses and paved medians?

If it's a four lane highway, with a paved median in between, (4 lanes with a middle lane for turning) is it an absolute that traffic going in the opposite direction must also stop?

I live you rarely see cars stop on the opposite side of the bus when there is a paved median. Mainly because we just don't have stops on busy roads like that, but over the last 20 years I have seen instances where the rules were not followed.
