How do I put a fixed-price Ebay item "on sale"?

Often I will watch fixed-price auctions for months until I am ready to buy it. Mostly car parts, like a set of pistons I watched for a long time until I decided that they were the best deal I could find (hard to find type). Sometimes I see that a seller has a temporary sale price, like 5% off or so. I have a couple of items on fixed-price and would like to do the sale thing once in a while just to see if I can get a watcher off the pot. But I don't see any obvious buttons to start that process or know how to look up instructions.

Any help?
