It looks like Bobby now wants every American to wear a monitor that keeps real time track of all your health data. When ICE has deported the last Guatemalan whose ancestry cannot be traced to the Mayflower, they can then start to cull citizens who are in less than perfect health, force them into rest-cure camps (at their own expense, of course), and not release them until they can be useful worker ants again.
