Then Scott went on to become FL governor and now senator. Of course, the company he was CEO of was owned by a powerful FL family, of which former FL Senator, Bill Frist, was a member. That might explain a lot.

the defendants knew — or should have known — what they were doing was wrong. That’s hard to do, unfortunately. If government found evidence Scott directed staff to act fraudulently, that would have helped.

It’s much easier to file civil actions rather than criminal charges. You still get money back, plus interest, and perhaps some penalties in settlement than convicting people of knowingly ripping off Medicare. It does happen, but usually when there is evidence of direct involvement in fraudulent acts.

I’m not saying that’s OK, but it’s the way it often works out even in non-healthcare cases.

“You’ll have to ask Michael Cohen. Michael Cohen is my attorney,” Trump said, according to the pool report. “You’ll have to ask Michael.”

Even if they did find something, many prosecutors will take the money and applicable penalties in settlement before risking losing in a tough criminal case. Again, that’s not unique to healthcare. Remember trump’s fraudulent university that was charged with fraud. Government settled for fines, but no criminal charges.

as we saw with Trump, the highborn and super wealthy are above the law; unless they cross the wrong person or people of similar social rank.

And won by a recounted whisker. Like other close elections in Florida, shit happens.
