Just makeup a fake government department, and appoint a loyalist as head of it? Put two people in there as figure heads to start, and then push out the one that was there as a temporary head, and have the unelected real individual just take charge of all the money in the country???

To Nazi accounts? There were always rumors post-war asking where did the Nazi loot go? Was it hidden in Swiss banks? Reichsbank was quietly morphed into 'new' German banks. Some could have been spirited to USSR as the intelligence operatives split loyalty between USA and USSR, some of it being simple survival, turf, geopolitics, or something else.
