Hezbollah is an international terrorist organization, not protected by treaties.

The pagers were purchased by Hezbollah and distributed to Hezbollah members.

The explosive charge was so small it couldn't generate a shrapnel field beyond 1-2 feet, making civilian casualties almost non-existent. The people injured were Hezbollah members wearing or holding their pagers (example: the Iranian ambassador).

I'm guessing that firing missiles from southern Lebanon into Israeli towns and villages is also a violation of international law. Or does International law only apply to Israel and not the other belligerents.

The protocol is Protocol II to the 1980 Convention on Certain Conventional Weapons.

The argument is that Israel could not ensure that every single booby trapped pager was monitored in such a way that civilians were safe at all times, before, during and after detonation. Any instance where they couldn't provide this protection is a violation of the agreement. This would include so called civilians who were issued pagers.

It's an asinine aurgument.
