Incels simultaneously desire women and hate them; and the reason they hate women is that they feel entitled to the favors of the most attractive ones, who reject them. They think women have too much power in the with respect to sexual and romantic relationships, and they are ruining these sad little men's lives by rejecting them. But those desirable women don't want pimply neckbeards with offensive attitudes. And incels also hate the attractive men who are able to win the favors of the attractive women they want.
Misogynists who are not incels are the men who are usually able to find women to have sex with despite their misogyny. They are physically attractive (or not overtly repulsive), and/or they are financially or professionally successful enough that women are not disgusted by them, at least at first meeting. They are often married or have girlfriends (or both). They don't necessarily hate women, though some do; at least they regard them as inferior. Their misogyny is exhibited in various ways - by using women only for sexual gratification or "arm candy," by cheating on or abusing their partners, or by treating all women as generally less than. Trump is clearly a non-incel misogynist. Vance, however, is kind of borderline - despite the fact that he's married and has children, he looks like and has the affect of incelness; it would be easy to believe that he lives in his parents' basement and surfs porn, and even that he has carnal knowledge of upholstered furniture.
