question: who proposed the "save trump" bill recently -- the assault weapons ban esentially revised

stephanie miller played a clip of someone talking about it on her show. i've been googling and can only find a reddit thread that appears to have the description of it but doesn't say who said it. (the clip on miller's show was a man's voice -- sounded familiar but i can't place it)
