It should be illegal because it can get people injured or killed. Biden should at least be using the bully pulpit to call on Congress to pass legislation for him to sign into law.

Only immunity from criminal consequences for any official acts.

Any unlawful orders a president might give would require the compliance and cooperation of dozens, if not hundreds of people who do not have immunity from criminal prosecution.
