That's because the vast majority of people have no idea that the court has ever changed in size, and as a country, we have not talked about it in depth yet. I think if most rational people (including the Never Trump Repugs) knew the expansion history and the idea that 9 justices are covering 13 districts, that number would change to more support for expanding the court.
